Resident & Non-Resident Businesses Depending on the nature of your business, you may require a City of Red Deer business license to conduct business in Red Deer.
To determine whether you require a business license, visit the Inspection and Licensing Department and BizPal for additional license and permit information. If it is determined that you require a business license, you will be advised of the class within which your business falls, as well as the steps required to obtain the license. Home-Based Business Generally, people living in a residential area expect the residential character of the neighbourhood and the visual amenities to be protected from intrusion by commercial business. However, under The City of Red Deer Land Use Bylaw, The City may allow a small-scale business operation as a permitted or discretionary use providing the regulations governing home occupations are met.
Conditions that apply:
- Only residents of the home may staff the business.
- Not more than two adults are permitted to work in the home occupation.
- No advertising may be posted on the site, nor shall there be any noticeable evidence of a home occupation from the exterior of the property.
- There may be no disturbance to the existing amenities, including dust, noise, odour, smoke, or other nuisance.
- Outside storage of equipment, material or goods in connection with a home occupation is prohibited.
- Not more than one commercial vehicle used in conjunction with the home occupation may be parked at the site.
- No storage of hazardous, noxious or dangerous goods.
- Maximum 30m2 or 20% of the net floor area, whichever is less.
- Business may be accommodated in a private garage provided it does not prevent the intended use of the garage for the parking of vehicles.
- An accessory building shall not be constructed or used for the sole purpose of a home occupation.
- A home occupation that is a permitted use shall not generate additional traffic.

The federal government has wide licensing powers within the fields of agriculture, manufacturing, communication, and inter-provincial and international transportation. The following lists some of the more pertinent federal licensing requirements related to Alberta businesses:
- The federal Agriculture and Agri-Food Canada controls the manufacturing of fertilizers and pesticides and issues permits for importing and exporting agricultural products.
