Development Permits

When do I need a development permit?
If you are planning to construct a new building, alter an existing building, change the use of a building, construct an accessory building or erect a temporary structure, you may require a development permit.

What is a development permit?

A development permit is written approval from The City of Red Deer that the proposed development complies with the regulations of The City's Land Use Bylaw  in respect to:
  • a development of discretionary uses
  • a development of similar uses
  • a development that is subject to standard conditions or relaxations imposed by the Development Officer or the Municipal Planning Commission
How do I apply for a development permit?
  • Three sets of plans if the development is residential
  • Seven sets of plans for commercial or industrial 
  • The plans should include a site plan, floor plan, elevations (one must be in color), landscaping and parking details. You will also be asked to fill out an application.
  • The Municipal Planning Commission or the Development Officer is the approving authority. They consider such things as whether any relaxations are required, the building location, parking, landscaping and elevations of building.
  • After the approving authority has approved the application, there is a 14 day appeal period. Prior to the appeal period, an advertisement is placed in the Red Deer Advocate informing citizens of the development.
How long does the entire process take?
Depending on the complexity of the application, approximately six weeks to process a development permit application.

What if my application is denied?

If your application is denied, you may appeal the decision to the Subdivision Development Appeal Board.

Do I have to begin development during a certain time period?

Yes. You must act on your development permit within 12 months from the date it was issued.
