(Red Deer, Alberta) – The City and the County are looking for candidates interested in being appointed Chair of the Intermunicipal Subdivision and Development Appeal Board. The newly created board will:
- Hear appeals related to subdivision and development permits for specified land around Red Deer within Red Deer County;
- Act as a dispute resolution body should there be disagreement between the City of Red Deer and Red Deer County about the interpretation of the Intermunicipal Development Plan (IDP).
“This chairperson will lead the first County/ City citizen board established through the Intermunicipal Development Plan,” says Kelly Kloss, Legislative Services Manager for The City. Kloss further states that, “it is another example of our municipalities working together for a vibrant Central Alberta.”
The Intermunicipal Development Plan is a plan based upon a shared vision of Red Deer County and The City of Red Deer and of a future growth framework that reflects the mutual agreement on Growth Areas for each municipality.
"This board will consider appeals for an area that is the largest joint planning area in the Province of Alberta, and the decisions made will shape the future urban and rural interface land uses for decades to come,” said Nancy Lougheed, Legislative Services Manager for the County.
The Chair of the Board is not only a voting member but has the added responsibility of directing and controlling the proceedings of any hearing. The successful applicant will have a history of successfully chairing meetings with multiple members and has the ability to:
- Maintain order while eliciting views and encouraging contributions;
- Establish and maintain effective working relationships;
- Ensure the board operates within its mandate;
- Understand the principles of procedural fairness and apply them.
A background in planning or planning law is not required. A working knowledge of quasi-judicial proceedings is an asset.
The seven (7) member board will meet as required, and meetings will normally be held on Thursdays commencing at 8:30 a.m. Board members receive an honorarium for their participation in these hearings.
