The City and County have a strong intermunicipal relationship and are committed to developing good solutions for the benefit of these respective municipalities and the Central Alberta region.
To develop a long-term vision for the municipalities that supports the region, The City and the County recognized that the joint Intermunicipal Development Plan needed to be redeveloped. This process included public open houses, first reading, and a public hearing before the plan could be put forward to each Council for second and third reading and adoption.
In working together for a strong intermunicipal relationship through cooperation, both municipalities agreed to a number of conditions ensuring the continued development of the Intermunicipal Development Plan in a successful and timely manner.
These conditions included the County agreeing to support The City’s industrial annexation and land purchase and residential annexation; The City agreeing to remove land-use disputes and appeals against the County; and the two municipalities working collaboratively to determine the scope and characteristics of future infrastructure networks.
The IDP was jointly adopted on July 6, 2007.
This plan provides an excellent opportunity for both municipalities to:

Create balanced growth within the new proposed growth boundaries;

Determine long-range land uses, utilities, and major public service sites before lands are further impacted by development;

Complete comprehensive long-range planning for transportation routes, park systems, and environmental protection; and
-
Provide citizens, the market, developers, and property owners with information on future growth in the region.
Working together allows both municipalities the ability to better concentrate their resources on planning for and managing growth. This collaborative working relationship will help create a long-term vision for these municipalities that supports the region.
