The City of Red Deer has been actively preparing for growth since 2006, when Future Directions: Red Deer at 300,000 created a dialogue within the community about how Red Deer should grow to accommodate a projected population of 300,000. This concept evolved into the current Growth Strategy, which forms the basis for more detailed planning.
A key component of this growth planning is annexation. Without annexing land from Red Deer County, city growth and long-term land-use planning is impossible. Both The City and County recognized the need for collaborative planning that would provide a framework for growth in the area. By working closely together, these two municipal bodies developed the Intermunicipal Development Plan, a document that outlines growth areas and collaborative planning areas.
Based on this plan, The City applied to the Province to annex 520 hectares of industrial land west of Red Deer in late 2006. The Municipal Government Board approved the annexation application on November 28, 2007, with an effective date of November 1, 2007.
Following the success of the industrial annexation, The City moved forward with its Phase I Annexation application on June 26, 2008, the largest annexation application in The City’s history. The Phase I Annexation area differs significantly from that of the industrial annexation: at 3,000 hectares, the area is roughly six times the area of the industrial annexation, and with that vast area comes a variety of land uses, including industrial, residential, and agricultural uses.
On October 29, 2009, the annexation application submitted by The City of Red Deer was approved by the provincial cabinet to be effective September 1, 2009. View the Annexation Board Order for more information.
