The City applied to annex land from Red Deer County to meet the continued demand for land to address population growth. This land will be used for commercial, industrial, and residential development. Annexation does not mean a transfer of ownership; it means that the annexed land will be brought into the city’s boundaries but will retain the same ownership.
An Intent to Annex was submitted to the Municipal Government Board (MGB) in July 2007. This intent outlines the area of land The City is looking to annex in the Phase I Annexation.
Each annexation application that The City makes requires a public consultation phase and the ultimate recommendation on the application is made by the Municipal Government Board (MGB). During the public consultation process for Phase I Annexation, City employees met with landowners and the public in four open houses. This process was completed in December 2007.
Upon the conclusion of public consultation, the Phase I Annexation Application was completed and submitted to the MGB. This was done on June 26, 2008. This application is currently under review by the Municipal Government Board. An annexation hearing was scheduled for November 4, 2008 but was rescheduled for December 18 and 19, 2008.
On October 29, 2009, the annexation application submitted by The City of Red Deer was approved by the provincial cabinet to be effective September 1, 2009. View the Annexation Board Order for more information.

Now that the application has been approved, The City will develop area structure plans for the lands to determine the location and layout of various land uses, districts, and utilities. These plans require public consultation and must be adopted by City Council. Once approved, the area structure plans will guide all development, both private and City, in the newly annexed areas.
