Kin Kanyon was originally developed in 1959-1960 and was further enhanced as part of the Waskasoo Park Devonian Trail project in 1982. This park has been one of the more popular outdoor family gathering spaces for 50 years, but due to its aging facilities and capacity for enhanced recreation and leisure opportunities, funding for a redevelopment plan, the Kin Kanyon Concept Plan, was approved as part of the Recreation, Parks & Culture Department’s annual budget in 2009.

The Kin Canyon Concept Plan focuses on two separate, but connected areas of Kin Kanyon: the upper and lower park. The focus in the lower park is on improving and expanding the current day-use functions, while redevelopment of the upper area is focused on providing new and enhanced uses for community recreational and leisure opportunities. More specifically, the primary improvements and enhancements of the two areas can be summarized as follows:

  1. Lower Site improvements including a new connecting trail to the upper Kin Kanyon area, new washrooms constructed in a more convenient and safer part of the park, re-grading of a large portion of the open space in order to alleviate existing drainage issues, and construction of two new bookable picnic areas to accommodate larger groups.
  2. Upper Site enhancements including a themed spray park, new community activity centre, an asphalt parking pad, picnic area, upgraded landscaping, additional sidewalk and trail linkages for enhanced pedestrian access, and two permanent multi use pads to be used as ice rinks during the winter months and activities such as ball hockey, lacrosse, basketball, and tennis during the summer.
Included in the redevelopment plan is an estimated cost outline for the improvements and enhancements outlined above; however, City Council’s approval of the plan does not include approval for any of the funding outlined, only that the plan is supported as a planning document. Requests for funding approval will be included in future Recreation, Parks & Culture Department annual budgets.

This Design Brief also provides an overview of the study process, findings and recommendations, and presents the preferred concept plan as developed through consultation with the project steering committee, stakeholders and the public.
