In April, 2004, Council approved the Major Facilities & Construction Planning Template to guide renovation and construction processes for selected "high profile" facilities. It outlines phases that must be followed during a construction or renovation project, as well as the roles and responsibilities of people involved, and key decision points along the way. It is a tool that allows City staff to give Council the best possible information to use to make decisions.
There are three phases:
- Idea generation
- Planning, including a needs assessment stage and concept design stage
- Construction, which covers detail design, tendering and actual construction
Each phase and stage contains decision points that relate to the project's scope, timeline, funding needs and other resource requirements. In each of these three phases there are opportunities for Council to provide direction on the project.
