The following items will be considered by City Council at their regular upcoming meeting on Tuesday, August 5, 2025. The meeting will begin at 10:30 a.m. The Public Hearings will begin at 5 p.m.
CONSENT:
Clearview North NASP Amendment and Zoning Bylaw Amendment (First Reading)
- Council will consider First Reading of Bylaws Zoning Bylaw 3357/J-2025 and Bylaw 3217/C-2025 w to rezone 3523 67 Street from A-1 Future Urban Development Zone to R-H Residential High-Density Zone and R-N Residential Narrow Lot Zone.
- To facilitate this zoning change an amendment to the Clearview North Neighbourhood Area Structure Plan is also required as it currently does not contemplate R-N zoning for these lands.
- A Public Hearing would be scheduled on September 2, 2025, if First Reading is passed.
Bower Wood NASP (First Reading)
- Council will consider First Reading of Bylaw 3217/D-2025 to adopt the proposed Bower Woods Neighbourhood Area Structure Plan (NASP) in southeast Red Deer. The plan outlines the development of approximately 63.28 hectares (156.35 acres) of land into a new residential neighbourhood named Bower Woods.
- A Public Hearing would be scheduled on September 2, 2025, if First Reading is passed.
Zoning Bylaw Amendment and Capstone Area Redevelopment Plan (5402 47 Street)
- Council will consider First Reading of Capstone ARP amendment Bylaw 3574/B-2025 and Zoning Bylaw 3357/K-2025 to allow a Drive Through at 5402 47 Street as a discretionary use accessory to a new financial institution.
- This property is the Carnival Cinemas site located on the corner of Taylor Drive and 47 Street. Recently, this site was rezoned from CAP-PR (Primary Residential) to CAP-TD (Taylor Drive).
- A Public Hearing would be scheduled on September 2, 2025, if First Reading is passed.
Zoning Bylaw Amendment and – Timber Ridge Rezoning (First Reading)
- Council will consider First Reading of a rezoning application for approximately 3.8 hectares of undeveloped land in the Timber Ridge neighbourhood from Future Urban Development Zone (A-1) to Residential Low Density (R-L), Residential Narrow Lot (R-N), Residential Duplex (R-D), and Parks and Recreation (P-1) to enable subdivision and development of Phase 6C. The proposed rezonings align with the approved Timber Ridge Neighbourhood Area Structure Plan (NASP).
- A Public Hearing would be scheduled on September 15, 2025, if First Reading is passed.
Zoning Bylaw Amendment Backyard Suite Regulation Change (First Reading)
- Council will consider First Reading of Zoning Bylaw 3357/M, which outlines proposed amendments to backyard suite regulations.
- Council previously directed Administration to prepare amendments related to backyard suite for consideration by the end of Q3 2025, including: reducing maximum height, revising floor area regulations, introducing special regulations for the neighbourhoods of Woodlea, Waskasoo, and Parkvale, and defining “storey” to prevent liveable attic space.
- A Public Hearing would be scheduled on September 15, 2025, if First Reading is passed.
REPORTS:
Westerner Exposition Association Financial Update
- A financial update will be provided, including a presentation by Shelly Flint, CEO of Westerner Exposition Association on the organization’s Annual Financial Report.
Capital Information and Expenditure Variance Report
- This report is prepared annually to demonstrate compliance with the requirements of the Municipal Government Act (MGA) and Council policies.
- This report was presented to Audit Committee on July 16, 2025.
Capital Commitments Report
- Council will receive a report outlining outstanding capital project commitments and the steps Administration is taking to modernize capital budgeting practices. The report is in response to Council’s direction during the 2025 budget process to provide a breakdown of capital project commitments made prior to 2025 and to bring forward an updated capital budget policy.
- Through this review, more than 250 open capital jobs were analyzed and reconciled to provide a clearer picture of the City’s financial commitments. As of the report, the City has approximately $254.5 million capital commitments approved in prior years, many tied to long-term or multi-year projects.
- Administration recommends that Council receive the report for information, and that capital policy updates be integrated into the implementation of the Financial Roadmap. Improvements to capital budgeting practices will begin as part of the 2026 budget process.
PUBLIC HEARINGS:
Evergreen NASP Amendment and Zoning Bylaw Rezoning
- Following a Public Hearing, Council will consider Second and Third Reading of Bylaw 3217/B-2025 and Bylaw3357/G-2025 to allow for more housing options. If approved, the changes would add nearly 200 more homes and accommodate over 400 additional residents in the Evergreen neighbourhood.
Zoning Bylaw Amendment a- 5029 34 Street
- Following a Public Hearing, Council will consider Second and Third Reading of 3357/H-2025 to change the zoning of 5029 – 34 Street (Lot 3, Block 10, Plan 3231TR) from Residential Manufactured Home Zone: R-MH to Residential High-Density Zone: R-H to facilitate future redevelopment of the site.
