City Council On the Agenda – September 29, 2026

 The following items are on Red Deer City Council’s open meeting agenda on Tuesday, September 29, 2026.

CONSENT:  

Postponement Request – Update on the Ministry of Transportation’s Highway Improvements in the Red Deer Area 

• Council will consider a request to postpone discussion of its negotiating mandate with the Province of Alberta regarding compensation related to highway improvements in the Red Deer area.
• The request would move consideration to Q4 2026, allowing Council to receive and consider additional information expected from the Minister of Transportation and Economic Corridors. Administration anticipates bringing the matter forward for Council discussion in late October. 

Capital Budget Publication to Citizens 

• Council will receive the 2027 Capital Budget book.
• The Capital Budget supports the infrastructure and assets that residents rely on every day, including roads, parks, facilities, fleet assets, technology and public spaces.
• Residents are invited to review the proposed Utilities Budget and submit questions or comments by October 2.
• Council will debate the Capital Budget on October 13.

Zoning Bylaw Amendment 3357/II-2026 – Evergreen Phase 4a Rezoning 

• City Council will consider first reading of a bylaw to rezone part of NW 26-38-27-4 from Residential Narrow Lot (R-N) to Residential Medium-Density (R-M). 
• If the bylaw receives first reading, a public hearing will be advertised so residents can share their views before Council makes a final decision. 

REPORTS: 

Utilities Budget 

• City Council will review the proposed 2027 Utilities Budget.
• The Utilities Budget supports essential services including electricity distribution, water treatment and distribution, wastewater collection and treatment, and waste management services.
• Council is scheduled to consider utility borrowing bylaws on October 13 and rate bylaws on October 27, following its budget decisions. 

Adopted Capital Cash Flow 

• City Council will consider approving the 2026 Adopted Capital Cash Flow report.
• The report outlines when spending is expected to occur for capital projects approved through previous years' budgets. 

PUBLIC HEARINGS: 

Zoning Bylaw Amendment 3357/DD-2026 – Zoning Map Boundary Interpretation 

• Council will hear from the public about a request to change to The City’s Zoning Bylaw to make zoning maps easier to read and understand.
• The proposed changes are intended to make it clearer which zoning rules apply to a property. 

Zoning Bylaw Amendment 3357/FF-2026 – Site Exception for a Digital Facia Sign on 4840 51 Street 

• Council will hear from the public about a site-specific exception for a digital sign.
• Administration does not support approving the exception, citing traffic safety and other zoning concerns.
