City Council: Recap – July 14, 2026

Red Deer City Council made the following decisions at today’s City Council meeting.  

CONSENT: 

Council meeting start time change request:  

Capital Information and Expenditure Variance Report:   

  • Council considered a report on The City’s capital budget and project spending. 
  • The report is required to meet municipal reporting obligations and provides an update on capital project activity and variance. 
  • Council approved funding for a legally required expropriation payment related to the 67 Street Corridor Improvement Project. 

Quarterly Financial Report:  

  • Council received The City’s Quarter 1 financial report for information.  
  • The report provides an update on The City’s financial position and performance for the first three months of the year. 
  • "The first quarter financial results show The City remains in a stable financial position and is tracking as expected for this point in the year. Municipal revenues and expenditures follow seasonal patterns, so early results are only one part of the overall picture. We are also pleased to introduce a refreshed reporting format that makes it easier for Council and the community to understand our financial performance and how public dollars are being managed."  - Chief Financial Officer Sam Mugford 

Zoning Bylaw Amendment:  

  • Council gave first reading to a proposed Zoning Bylaw amendment for a portion of 2049 22 Street. 
  • The amendment would rezone the land from Residential Medium-Density Zone (R-M) to Residential Narrow-Lot Zone (R-N), supporting future single-family development and avoiding multiple zoning designations within a proposed lot. 
  • The proposed rezoning aligns with the Municipal Development Plan, East Hill Major Area Structure Plan and Lancaster/Vanier East Neighbourhood Area Structure Plan. 
  • A public hearing will be held during the Tuesday, September 1, 2026, City Council meeting before Council considers further readings of the bylaw. 

REPORTS: 

Infrastructure Sustainability and Stewardship Report 

  • Council received a report on The City’s long-term infrastructure sustainability and asset management practices.  
  • The report provides an update on how The City plans, maintains and invests in its infrastructure to support reliable service delivery over time. 

Alberta Municipalities Emergent Resolution 

  • Council endorsed an emergent resolution to the Alberta Municipalities Convention advocating for stronger provincial support for Family and Community Support Services (FCSS) and Community Well-Being. 
  • The resolution calls on the Province to provide long-term, sustainable funding for prevention programs and strengthen collaboration across Alberta's social service system to help communities address challenges before they become crises. 

PUBLIC HEARINGS:  

Zoning Bylaw Amendment – site exception:  

  • There was a public hearing, and Council did not approve second reading regarding a site exception for unit 11 and 16, at 7875-48 Avenue, to allow merchandise sales and rentals and commercial entertainment facilities.

Zoning Bylaw Amendment – rezoning:  

  • There was a public hearing, and Council approved second and third reading in regards to the rezoning of 6817-52 Avenue from I-1 Industrial Business Service Zone to C-4 Major Arterial Commercial Zone to facilitate additional commercial opportunities.
