City Council Recap – June 9, 2025

The Monday, June 9 Regular City Council Meeting start at 10:30 a.m. with a closed meeting followed by City Council’s open meeting.

CONSENT AGENDA: 

Capital Budget Policy and Project Reconciliation 

  • As a result of a Motion Arising from Budget 2025, Administration was to bring forward an updated Council Capital Budget Policy by Q2 2025 to guide the preparation of the Capital Budget for the 2026 Budget. Along with this, Administration was to bring forward the Financial Roadmap Final Report, also by Q2 2025.  
  • Council passed a resolution supporting a request for additional time for administration to prepare both documents. It is anticipated the Financial Roadmap final report will be ready for the July 21, 2025, Council meeting, and the capital budget work will also occur in July.  

 
Zoning Bylaw: Rezoning of 6519 67 Street (First Reading) 

  • Council passed first reading of a request to rezone this parcel from Industrial Business Service Zone: I-I to Major Arterial Commercial Zone: C-4. Final approval of the change would allow the owner to facilitate redevelopment for commercial uses.  
  • Administration supported the request as it is in alignment with the Municipal Development Plan. 
  • With first reading given, a public hearing will be held at the July 7, 2025, Council Meeting. 

Zoning Bylaw Amendment: Capstone Area Redevelopment Plan and Proposal to Rezone 5402 47 Street) (First Reading) 

  • Council passed first reading of a request to amend the Zoning Bylaw and the Capstone Area Redevelopment Plan to rezone 5402 47 Street from the Capstone Primarily Residential CAP-PR zone to Capstone Taylor Drive CAP-TD zone. Final approval of the change would rezone the site back to its original zoning to reflect a new development opportunity. 
  • Administration supported the request as it is consistent with City policy and is in alignment with the Municipal Development Plan. 
  • With first reading given, a public hearing will be held at the July 7, 2025, Council Meeting. 

Notice of Motion: 

Parking in Downtown Red Deer (General) 

  • Councillor Bruce Buruma read a Notice of Motion into the record on May 20, 2025, related to parking in downtown Red Deer.  
  • City Council debated the notice and unanimously approved a resolution that by Q3 2025, and annually thereafter, administration provides Council with: 
  • A consolidated financial statement of parking operations to support prudent, data-informed business decisions; 
  • A report on key performance indicators and usage targets for downtown parking, informed by smart data, citizen feedback, and engagement with businesses; 
  • Information on the provincial grant and contractual obligations to guide future decisions regarding the continuation, modification, or suspension of the Paid Parking System 
  • A second resolution to establish an ad-hoc committee was defeated. 

Business arising from Councillor Buruma’s Notice of Motion is as follows: 

Free Parking in Downtown for Seniors 

  • Councillor Vesna Higham put forward free downtown parking for all seniors aged 65 years and older by having them register a license plate with Administration to access free downtown parking thereafter. 
  • The Notice of Motion was discussed and defeated.
