CONSENT AGENDA:
Council Schedule Update: December 16 Council Meeting Time Change
- City Council approved a change to the start time of their December 16 regular meeting to 5 p.m.
REPORTS:
Governance of Red Deer’s Greater Downtown Update
- City Council accepted a report for information that includes an overview of related work anticipated through 2026, including Ad Hoc Economic Development, the BIA levy budget, the bylaw that calls the vote to disestablish the Business Improvement Area (BIA), and the Greater Downtown Community Collaboration Committee - all of which will influence the broader downtown environment.
- This update was provided for information purposes before Council’s deliberation of the Downtown Business Association 2026 budget.
Downtown Business Association 2026 Budget
- City Council approved City funding to be included in an amended Downtown Business Association (DBA) 2026 Budget, which will be brought back to City Council on December 16.
- The DBA operates Red Deer’s Business Improvement Area and is responsible for preparing a balanced annual budget that outlines its planned revenues and expenditures.
2025 Adopted Capital Cash Flow
- City Council adopted the 2025 Capital Cash Flow Budget in the amount of $137,627,307 for 2025 financial statement purposes.
- This is a required step under the Municipal Government Act and Public Sector Accounting Standards.
- Unlike the full capital budget, which reflects the total cost of all approved multi-year projects, the capital cash flow budget outlines the portion of approved capital funding expected to be spent in 2025.
- This approval does not authorize new spending; rather, it ensures accurate financial reporting and transparency by aligning The City’s budget presentation with legislative and accounting standards.
Council may consider expanded scope for planned Emergency Services Operational Review during Budget week
- City Council will consider budget options that may see an expanded scope for an already planned 2026 Emergency Services operational review during the upcoming budget week, which starts December 8. This direction follows an update on Emergency Services shared at today’s regular Council meeting.
