A new agreement between IAFF Local 1190 and City administration will introduce temporary EMS-only paramedic roles in Red Deer, offering greater flexibility in how Emergency Services staffs this role and maintains high-quality medical response for the community.
A Letter of Understanding (LOU), signed last week, marks the first time The City has had the ability to hire temporary EMS staff - an option not previously available under the collective agreement. The agreement allows for the recruitment of up to 12 temporary paramedics, in EMS-only roles, for terms of up to 12 months. The new temporary positions will support ambulance operations only, without fire suppression duties.
“This agreement represents a practical and meaningful step forward,” said Fire Chief Ken McMullen. “For the first time, we can bring in temporary staff to help manage the impacts of long-term absences. Previously, our staffing model relied solely on permanent positions, which created constraints when temporary relief was needed.”
The agreement reflects the outcome of ongoing discussions between The City and IAFF Local 1190. It aligns with a shared commitment to maintaining safe, responsive service for residents, while ensuring operational stability in a dynamic emergency services environment.
“The City’s emergency services team has grown significantly over the years,” said McMullen. “Since 2007, Red Deer’s population has increased by approximately 35 per cent, and our firemedic staffing has grown by 73 per cent - from 112 to 194 positions. This new agreement builds on that growth by adding flexibility to our day-to-day operations.”
Of the 194 permanent emergency services positions, 192 are currently filled, and recruitment is underway for the two vacant positions. Approximately 15 of those positions are currently impacted by long-term leaves. The 12 new temporary positions will help in managing the impacts of these absences.
