City Council: on the agenda

The following items are on Red Deer City Council’s meeting agenda on Monday, May 1, 2023.

Housing Asset Development (multiple decisions)

  • Council will consider six resolutions related to municipal government enabling actions that reflect the Community Housing and Homelessness Integrated Plan (CHHIP), community input, local context, and promising practices. The recommendations are in response to previous Council direction, including:
    • City Council motion from January 10, 2022, directing The City’s Housing and Homelessness Integration Committee (HHIC) to expediate permanent supportive housing asset development and to explore and identify related funding and government enabling actions.
    • Council direction from February 6, 2023, for administration to prioritize zoning and permitting processes for affordable housing and permanent supportive housing applications, specific to applications seeking Canada Mortgage and Housing Corporation (CMHC) Rapid Housing Initiative and Government of Alberta’s Affordable Housing Partnership funding.

River Bend Bylaw (decision – second & third reading)

  • River Bend Recreation Site is a City-owned recreation and golf amenity that is operated by a third party not-for-profit operator (River Bend Golf and Recreation Society). On Monday, Council will consider giving second and third reading to repeal the River Bend loan bylaw, and the requirement for the society to repay the loan. This loan bylaw was approved in 2007, for The City to upgrade the City-owned asset.

Transit & Action Bus Update (update)

  • Council will receive a report on transit ridership and challenges following a request from City Council during 2023-2024 budget deliberations. Council will hear that ridership is trending upward with the first quarter of 2023 reporting rates that are 70 to 75 per cent of their pre-pandemic numbers. 2022 Annual Financial Report (update):

  • The City’s CFO and third-party auditors will present the 2022 Annual Financial Statements. Council will be asked to accept the 2022 financial statements and annual financial report for distribution to the public and other interested parties, as well as authorize the Mayor and the Chair of the Audit Committee to sign the 2022 financial statements on behalf of Council.

Annual Policing Plan (report)

  • The 2023 fourth quarter stats (January to March 2023) will be provided by Superintendent Glassford.
