City Council: on the agenda

The following items are on Red Deer City Council’s open meeting agenda on Monday, February 5, 2024.

Council Committee appointments

  • Council Member appointments to various boards, committees, commissions and societies for 2024 was considered and approved at the October 30, 2023 Organization Meeting. Due to the vacancy of Councillor Michael Dawe, the interim of appointments are submitted for approval.

  • A portion of this discussion will happen in closed session, with the appointments coming into open in the later part of the meeting on Monday.

E-Scooter Pilot Program update

  • Following the completion of a three-season pilot program, City Council is being asked to provide approval for E-scooters to remain a permanent transportation option in Red Deer. To inform the decision, Council has been provided with usage data, public survey results along with feedback from Municipal Policing Services and the two e-scooter companies that operated in 2023.
  • Administration is not recommending any changes to the program and there are no direct financial or budget implications that would result from the decision.

Emergency Services Fees & Charges (Second & Third Reading)

  • City Council will consider second and third reading to an amendment for the Emergency Services Department Fees and Charges Bylaw to incorporate the provision of Emergency Services Department employees or apparatus (vehicle or equipment) on standby as a service and fee charge. Council gave first reading to the bylaw on January 22, 2024.

Mayor’s Recognition Awards

  • The Mayor’s Recognition Awards (MRA) recognize Red Deer individuals, groups or teams who have brought honour and recognition to Red Deer. Council will consider amendments to the Committees Bylaw to bring the process inline with how other committee selections are made, involving Council in the appointment process. The amendments also include the recommendation to remove the anonymity of members and make the process more transparent.

  • Administration is recommending Council provide all three readings at Monday’s meeting to allow for the recruitment of committee members and nomination process to happen immediately.
