The following items are on City Council’s regular agenda on April 28, 2026. The meeting will begin at 10:30 a.m.

CONSENT: 

Zoning Bylaw Amendment 3357E – 2026 – Capstone Amendments

  • City Council will give first reading to rezone lands within Capstone to align with new subdivision boundaries and existing uses.

Zoning Bylaw Amendment 3357/U-2026 – Rezoning Professional Office in I-I

  • City Council will give first reading to a zoning bylaw amendment to add Professional Office as a use in the I-I zone.

BYLAWS:

Zoning Bylaw Amendment 3357/V-2026 – DC35 Zone

  • Council will receive a report and consider first reading of a bylaw, which is in response to Councillor Krahn’s Notice of Motion regarding the Removal of Direct Control Zone 35 (DC 35) and amendments to permit house suites in duplexes across zones that Council approved on January 27, 2026.

REPORTS: 

Approval of Annual Financial Statements

  • CFO Sam Mugford will present the 2025 Annual Financial Report to Council and provide an assessment of The City’s general economic condition.

Community Compass (Community Services Master Plan):

  • City Council will consider endorsing the Community Compass: Our Master Plan for Service Delivery. The Community Compass is a long-term decision-making framework that will guide how The City plans, prioritizes, and delivers services to Red Deerians over the next 12 years.
  • Developed through research, community engagement, and alignment with Vision 2050, the Community Compass establishes a consistent, transparent approach to evaluating service and investment decisions. The Compass is intended to set the stage for a new level of consistency and objectivity into how services to the community recommendations are developed.

PUBLIC HEARINGS:

Bylaw 3299/A-2026 and Zoning Bylaw Amendment 3357/F-2026 – Rezoning a Portion of 2820 40 Avenue from A-1 to C-4

  • There will be a public hearing for bylaw and zoning application to rezone a portion of undeveloped lands located at 2820 40 Ave in the Bower Woods neighbourhood (Bylaw 3357/F2026). The proposed rezoning is from A-1 Future Urban Development Zone to C-4 – Major Arterial Commercial Zone in alignment with the recently adopted Bower Woods Neighbourhood Area Structure Plan.  

Zoning Bylaw Amendment 3357/Q-2026 to Rezone a portion of land in the Evergreen neighbourhood from R-N to R-M and A-1 to P-1

There will be a public hearing for bylaw and zoning amendment to rezone a portion of land in the Evergreen neighbourhood from R-N to R-M and A-1 to P-1.
