Three City of Red Deer Bob Stollings Award winners announced

Allan Gray, Shelley Masciangelo and Barb McKee are The City’s 2026 recipients of the Bob Stollings Memorial Award.

The Bob Stollings Memorial Award is presented each year to a City employee who demonstrates outstanding performance aligned with The City’s RISE cornerstone values: respect, integrity, service and excellence. Coworkers submit nominations outlining professional achievements and interpersonal impact, supported by letters of endorsement. The award is considered one of the highest honours among City staff.

“This year, three exceptional employees stood out for the impact they make every day,” said City Manager Tara Lodewyk. “Each of these individuals brings our values to life in meaningful ways and strengthens our community and our organization.”

Allan Gray, Municipal Enforcement Supervisor is recognized for a leadership style grounded in care, collaboration and a deep commitment to community wellbeing. Colleagues describe him as someone whose leadership “makes people feel supported, inspired and connected.”

Service is central to Allan’s work, with a strong focus on accessibility, inclusion and building meaningful partnerships. His commitment to excellence is evident in thoughtful planning, continuous improvement and a dedication to sustainable outcomes. As one nominator noted, his leadership “reflects a sincere care for people and a commitment to making a positive difference.”

Shelley Masciangelo, Utility Major Projects Advisor is recognized as a steady and trusted leader whose work strengthens the foundation of the organization. Colleagues describe Shelley as “rock solid, true to their word, in it to the end” and “a constant presence, a trusted guide.” Shelley consistently demonstrates respect through a calm and thoughtful approach, even in challenging situations. Her integrity has earned the trust of colleagues across the organization, and she is known as “the person others turn to knowing she will be there.”

Shelley’s commitment to service is evident in the time she invests in mentoring others and supporting complex work across teams. Shelley’s pursuit of excellence has strengthened key financial processes and improved decision-making, including leading significant improvements to utility financial models and supporting critical regulatory work.

Barb McKee, Recreation Superintendent is recognized for building strong relationships and creating a sense of belonging across the organization and the community. Nominators shared that “Barb’s impact is felt every day, often in ways that are quiet but deeply meaningful,” and that her name is “synonymous with kindness, engagement and collaboration.”

Service is at the heart of Barb’s work. She brings passion and energy to supporting colleagues, volunteers and community partners. One nominator shared, “With Barb on the team, we knew we would get commitment, thoughtful guidance and passionate engagement.” Barb’s commitment to excellence has helped deliver major community events and advance inclusive recreation opportunities that strengthen connection and belonging across the city.

“We are proud to recognize these three outstanding individuals,” said Lodewyk. “Their dedication to public service and their commitment to our values make them truly deserving of this honour.”

The City presented the awards to the recipients earlier this week while they were on the job.

The Bob Stollings Memorial Award was established in 1985 to honour Robert E. Stollings, a loyal and dedicated City employee from 1960 to 1984.
