Board Member Expectations and Responsibilities

The Central Alberta Regional Assessment Review Board (RARB) is a quasi-judicial board that adjudicates assessment complaints in a court like setting within the authority of the Municipal Government Act. The RARB has the power to lower,  raise or confirm appeals related to property assessments.

 

 

Board Member Information

About the Board

The Board is independent from The City of Red Deer and its Partner Municipalities. The RARB makes decisions related to assessment complaints for the Local Assessment Review Board and the Composite Assessment Review Board. 

Members are paid remuneration for their time spent on hearings or training activities however they are independent members of a quasi-judicial board therefore not employees of The City of Red Deer.

Board Member Requirements

Those interested in applying do not need formal training to apply but will have an interest in property assessment.

At the start of the term, and every 3 years after, Board Members are required to complete mandatory training provided by the province of Alberta before they are permitted to sit on a hearing.

Specific Demands of the Job

  • Available to complete mandatory training (3 days)
  • Available to attend hearings (both in person and online) during typical office hours from April until December (average 3 days/month)
  • Ability to analyze information provided
  • Ability to write professionally

Competencies

  • Excellent interpersonal skills and ability to work with a wide range of demographics
  • Ability to exercise sound judgment, professionalism and uphold the rules of natural justice
  • Ability to manage sensitive information and maintain confidentiality
  • Experience on quasi-judicial boards or administrative tribunals is not required but is considered an asset
Board Member Recruitment

The Central Alberta Regional Assessment Review Board (RARB) recruitment campaign typically runs annually each fall. 

Members appointed to the RARB are expected to be available throughout the year with flexible schedule availability during the day to attend training and hearings. 

At the start of the term, and every 3 years after, Board Members are required to complete mandatory training provided by the province of Alberta before they are permitted to sit on a hearing.

Mandatory training is three days and typically takes place in Edmonton, Calgary or Red Deer. Hearings may take place remotely (online) or in any one of the Partner Municipalities with a membership in the Central Alberta RARB (see www.reddeer.ca/rarb for more information).

Hearings typically occur Monday-Friday 8:30 a.m. – 4:30 p.m. and are scheduled in half or full day increments. However, hearings may also occur over several consecutive days. Last minute withdrawals are common, and the number of hearings or days of hearings assigned to a board member cannot be guaranteed.

Board Member Appointments

Board Members are appointed by a committee of administrators from Partner Municipalities who have a current membership in the Central Alberta Regional ARB.

Appointments are:

  • based on your written application only; interviews are not conducted
  • 3 years in length
  • made annually in December or January (dependent on committee availability)
